Mais cela ne rend pas la proposition sans signification. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les critiques se trompent pour le rejeter d&#8217;embl\u00e9e. Les bailleurs de fonds sont tout aussi erron\u00e9s pour qu&rsquo;il commence \u00e0 commencer tout de suite.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tout d&rsquo;abord, \u00e9vitons certaines id\u00e9es fausses: tous les bailleurs de fonds isra\u00e9liens ne sont pas des colons de Cisjordanie et des ailes de droite. La Jordanie et l&rsquo;\u00c9gypte ne peuvent pas accueillir les Palestiniens de Gaza. Et le plan de Trump ne doit pas \u00eatre examin\u00e9 ligne par ligne ou par mot comme s&rsquo;il s&rsquo;agissait d&rsquo;un v\u00e9ritable plan pour l&rsquo;avenir. Ce n&rsquo;est pas \u00e7a \u2013 c&rsquo;est un point de d\u00e9part pour une nouvelle approche.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le traumatisme du Pogrom du Hamas du 7 octobre 2023, lorsque des milliers de terroristes arm\u00e9s ont balay\u00e9 la fronti\u00e8re de Gaza en Isra\u00ebl, assassinant, br\u00fblant et violant plus de 1 200 Isra\u00e9liens et transportant 240 autres en captivit\u00e9 cruelle dans les tunnels de Gaza, refl\u00e8te dans Isra\u00e9lien R\u00e9actions \u00e0 la proposition de Trump.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Comme on pouvait s&rsquo;y attendre, les partisans les plus vocaux de l&rsquo;\u00e9limination des Palestiniens de Gaza sont les ailes de droite dure comme l&rsquo;ancien ministre de Cabinet Itamar Ben-Gvir, un adepte de feu le rabbin Meir Kahane, un ultranationaliste raciste qui a pr\u00e9conis\u00e9 de retirer tous les Palestiniens d&rsquo;Isra\u00ebl, la rive ouest, et Gaza. Mais Ben-Gvir est loin d&rsquo;\u00eatre seul.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les sondages SNAP des Isra\u00e9liens par les m\u00e9dias locaux montrent un soutien \u00e0 l&rsquo;id\u00e9e de Trump de quitter les Palestiniens de Gaza \u00e0 environ 70%. Une enqu\u00eate sur Internet parmi les membres d&rsquo;un grand groupe de militants de base mod\u00e9r\u00e9e a produit ces r\u00e9sultats choquants: <\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Bonne id\u00e9e, quand commen\u00e7ons-nous? \u201456%<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Bonne id\u00e9e mais peu pratique \u2013 23%<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ne c\u00e9l\u00e9brez pas encore; Il pourrait y avoir des clauses cach\u00e9es \u2013 13%<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">C&rsquo;est un plan immoral \u2013 6%<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Ainsi, 94% de ces r\u00e9pondants principalement centristes ne s&rsquo;opposent pas au plan Trump en principe, m\u00eame s&rsquo;il appelle au nettoyage ethnique et viole les conventions de Gen\u00e8ve, interdire de transf\u00e9rer des populations, entre autres probl\u00e8mes troublants. Vous avez peut-\u00eatre pens\u00e9 que les r\u00e9sultats seraient le contraire \u2013 6% des Isra\u00e9liens, \u00e0 peu pr\u00e8s \u00e9gaux \u00e0 la partie des colons de la Cisjordanie, soutiendraient le plan de Trump. Mais non.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cela illustre \u00e0 quel point les Isra\u00e9liens sont f\u00e9minines avec le mantra \u00ab\u00e0 deux \u00e9tats\u00bb us\u00e9, non seulement \u00e0 cause du pogrom du Hamas du 7 octobre mais aussi \u00e0 cause du rejet r\u00e9p\u00e9t\u00e9 de la direction palestinienne des offres isra\u00e9liennes d&rsquo;un \u00c9tat palestinien en Cisjordanie , Gaza et parties de J\u00e9rusalem. Il y a deux ans, environ la moiti\u00e9 de l&rsquo;\u00e9lectorat isra\u00e9lien a d\u00e9clar\u00e9 qu&rsquo;il pourrait vivre avec la cr\u00e9ation d&rsquo;un \u00c9tat palestinien dans les bonnes conditions. <\/span><span style=\"font-weight: 400;\">Mais comme je l&rsquo;ai \u00e9crit ici<\/span><span style=\"font-weight: 400;\">juste un mois apr\u00e8s les atrocit\u00e9s du 7 octobre, le Hamas a tu\u00e9 la solution \u00e0 deux \u00c9tats avec toutes ses victimes isra\u00e9liennes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La partie principale de la proposition de Trump est de r\u00e9installer les Palestiniens de la bande de Gaza, du moins temporairement. Vu de loin, il ressemble \u00e0 la Jordanie et \u00e0 l&rsquo;\u00c9gypte, les voisins les plus proches de l&rsquo;Enclave, sont les destinataires logiques de 2 millions de Palestiniens. De l\u00e0, cependant, c&rsquo;est intenable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">L&rsquo;\u00c9gypte, voisine et partenaire du trait\u00e9 de paix d&rsquo;Isra\u00ebl, a combattu une guerre contre les militants dans le style du groupe d&rsquo;\u00c9tat islamique dans le d\u00e9sert du Sina\u00ef depuis de nombreuses ann\u00e9es. Cela n&rsquo;attire pas beaucoup d&rsquo;attention parce que, eh bien, d\u00e9serte. L&rsquo;infestation islamiste menace toujours de traverser l&rsquo;\u00c9gypte proprement dite. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">L&rsquo;aide constante d&rsquo;Isra\u00ebl \u00e0 l&rsquo;\u00c9gypte pour lutter contre les islamistes fortement arm\u00e9s.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">L&rsquo;incident le plus m\u00e9diatis\u00e9 s&rsquo;est produit en 2012. Les islamistes ont attaqu\u00e9 un poste frontalier \u00e9gyptien pr\u00e8s d&rsquo;Isra\u00ebl et tu\u00e9 15 policiers \u00e9gyptiens. Ensuite, les militants ont saut\u00e9 dans deux v\u00e9hicules de l&rsquo;arm\u00e9e \u00e9gyptienne et ont travers\u00e9 Isra\u00ebl, pr\u00e9voyant apparemment de continuer leur tourn\u00e9e de meurtre. Ils ne sont pas all\u00e9s loin avant que les forces isra\u00e9liennes ne les tuent.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cela a \u00e9t\u00e9 rendu public parce qu&rsquo;il impliquait Isra\u00ebl. C&rsquo;est loin d&rsquo;\u00eatre le seul incident de ce type. Les affrontements se produisent presque tous les jours. En fin de compte \u2013 l&rsquo;Egypte ne peut pas absorber un grand nombre de Palestiniens qui vivent sous la domination du Hamas depuis une meilleure partie de deux d\u00e9cennies. Sans aucun doute, certains ou beaucoup d&rsquo;entre eux partagent la violente id\u00e9ologie islamiste du Hamas. Un tel afflux pourrait d\u00e9stabiliser l&rsquo;\u00c9gypte, qui fait d\u00e9j\u00e0 face \u00e0 des probl\u00e8mes critiques dans d&rsquo;autres domaines, principalement \u00e9conomiques.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La situation de Jordan est encore plus grave. La population du petit royaume est au moins \u00e0 moiti\u00e9 palestinien (les chiffres exacts sont un secret jordanien \u00e9troitement gard\u00e9). Le roi Abdullah II fait face \u00e0 des d\u00e9fis constants des \u00e9l\u00e9ments islamistes dans son propre Parlement, sans parler des menaces de l&rsquo;ext\u00e9rieur, en particulier de l&rsquo;Iran. Il y a des rapports p\u00e9riodiques sur son r\u00e9gime qui se d\u00e9croche dans ces d\u00e9fis. Un afflux d&rsquo;un million ou m\u00eame un demi-million de Palestiniens de Gaza renverserait probablement le r\u00e9gime du roi le plus t\u00f4t possible.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">C&rsquo;est un mantra parmi le droit d&rsquo;Isra\u00ebl que \u00abla Jordanie est la Palestine\u00bb. Techniquement, c&rsquo;est exact \u2013 Jordan faisait partie de ce qui \u00e9tait la Palestine obligatoire britannique. Cela ne signifie pas que l&rsquo;envoi de plus de Palestiniens en Jordanie serait bon pour Isra\u00ebl.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La r\u00e9installation par Trump de 2 millions de Palestiniens en \u00c9gypte et en Jordanie serait d\u00e9sastreuse. Au lieu de faire face \u00e0 Gaza, une enclave \u00e0 base de Hamas our\u00e9e par l&rsquo;\u00c9gypte, Isra\u00ebl, et la mer M\u00e9diterran\u00e9e, Isra\u00ebl pourrait faire face \u00e0 deux nations influenc\u00e9es par le Hamas \u00e0 part enti\u00e8re \u00e0 ses fronti\u00e8res. Les premi\u00e8res victimes seraient les trait\u00e9s de paix d&rsquo;Isra\u00ebl avec l&rsquo;\u00c9gypte et la Jordanie, et il se d\u00e9roule \u00e0 partir de l\u00e0.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Donc, si le plan de Trump n&rsquo;est pas seulement un non-starter mais aussi dangereux, \u00e0 quoi cela peut-il apporter?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">M\u00eame la discussion du plan d\u00e9place la formule \u00abSolution \u00e0 deux \u00e9tats\u00bb au br\u00fbleur arri\u00e8re. Ensuite, l&rsquo;objectif peut se d\u00e9placer vers l&rsquo;Arabie saoudite et les chances de normaliser ses relations avec Isra\u00ebl. Bien s\u00fbr, les Saoudiens insistent sur le fait que la formation d&rsquo;un \u00c9tat palestinien soit un \u00e9l\u00e9ment dans ce domaine, mais les d\u00e9clarations saoudiennes au cours des derni\u00e8res ann\u00e9es ont indiqu\u00e9 que la cr\u00e9ation r\u00e9elle d&rsquo;un tel \u00c9tat (que les Palestiniens eux-m\u00eames ne veulent pas) est plus Une condition pr\u00e9alable aux liens avec Isra\u00ebl. Le simple fait de recommencer les n\u00e9gociations isra\u00e9lo-palestiniennes serait encore suffisante, m\u00eame en supposant que, comme par le pass\u00e9, ils n&rsquo;iront nulle part.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Impliquer les Saoudiens est la cl\u00e9 d&rsquo;un autre Moyen-Orient. Ils sont l&rsquo;\u00e9l\u00e9ment musulman sunnite le plus fort de la r\u00e9gion, le seul \u00e0 pouvoir construire une coalition r\u00e9gionale pour affronter l&rsquo;Iran musulman chiite. C&rsquo;est clairement dans l&rsquo;int\u00e9r\u00eat d&rsquo;Isra\u00ebl et des \u00c9tats-Unis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Et un jour, cette coalition pourrait imposer une solution \u00e0 Isra\u00ebl et aux Palestiniens, tirant une fronti\u00e8re et l&rsquo;application.
